The Committee intends to meet in executive session to discuss the preliminary draft report and other issues pursuant to HRS §92-5 (a) (4) consultation with the Senate's attorney on questions and issues pertaining to the committee's powers, duties, privileges, immunities, and liabilities.

This is a Decision-making meeting to adopt the draft report of the Senate's Special Investigative Committee Pursuant to Senate Resolution No. 2.


Asset Building Task Force

The Asset Building Task Force meeting which was originally broadcast live on Friday, September 5, 2008 at 7:30 a.m. will be rebroadcast on the dates and at the times listed below.

Agenda:

The Legislature created the financial education and asset building task force SCR 92 SD1/SR 52 SD1 to explore and develop policy recommendations that would help families build their assets so they will be able to achieve greater financial independence and well-being. The task force is asked to explore asset building policy strategies and will initially focus on:
matched savings accounts for newborns;
inancial education standards for public- and private-sector employees; and
the elimination of asset limits for public benefit programs.

A report containing the task force's findings and recommendations, including proposed legislation, is due to the Legislature prior to the 2010 Legislative Regular Session.

Presenters included Dr. Michael Sherradan, Director of the Center for Social Development at Washington University in St. Louis, Missouri, creator of Individual Development Accounts (IDAs), and a national leader and researcher in the asset building field; and Andrew Aoki, Kanu Hawaii.

House Committee on HLT

Agenda:

The purpose of this informational briefing is to discuss alcoholism in Hawaii and the reasons Hawaii has one of the highest rates of drunken driving in the nation. The briefing will focus on options to reduce alcoholism and drunken driving in Hawaii (Prevention, Treatment, & Recovery).

The briefing will review the efficacy of Vivitrol[1], which is a single monthly dose, 300 mg intramuscular injection to reduce the craving for alcohol. Vivitrol is for treatment of alcohol dependence in patients who are able to abstain from alcohol in an outpatient setting prior to initiation of treatment with Vivitrol. According to experts, treatment with Vivitrol should be part of a comprehensive management program that includes psychosocial support.

The Pharmacology aspect of Vivitrol will be discussed as well as results of treatment. The Family support aspect for those suffering from alcohol dependency will also be reviewed and voluntary drug treatment programs offered by employers will be reviewed as a viable solution to reduce alcohol dependency in Hawaii.

A pilot program in Hawaii, to propose a plan of action for employers and employees, to seek treatment for alcohol dependence with Vivitrol and a good faith effort by employers to retain those employees in treatment will be discussed. Privacy policies will also be reviewed during this briefing.

The Felix v. Cayetano Consent Decree, which mandated the establishment of a system of care for children with emotional and behavioral disorders ended in 2006.& Data from other states indicate that in the aftermath of court decrees similar to Hawaii's, there appears to be a significant reduction in funding, quality, and quantity of mental health services to youth.

Recently, Hawaii had two devastating and tragic cases involving persons suffering from bipolar disorder, which seems to highlight the need to revisit our current healthcare system to review and address the concerns regarding mental healthcare.

The briefing will discuss vacant positions at state and private hospitals in regard to mental health services, school based behavioral health programs, understanding ways to improve outcomes for mental health recipients and the need for more diagnoses, funding and a review of the current quality of mental health services to the people of Hawaii.

Expresses the Legislature's intent to authorize and appropriate, in each fiscal year of the fiscal period July 1, 2008, to June 30, 2014, at least an additional $50,000,000 in general obligation bonds for the repair and maintenance of UH facilities. Provides that, if the $50,000,000 in bonds is not appropriated in a fiscal year, general excise tax revenues to make up the shortfall shall be automatically transferred to the special account. States that the appropriations of special account moneys and general obligation bond funds shall be in lump sums so that UH has the discretion to identify the repair and maintenance projects that should be funded. Appropriates $50,000,000 from the special account in fiscal year 2008-2009 for the repair and maintenance of UH facilities. Authorizes and appropriates $50,000,000 in general obligation bonds for the repair and maintenance of UH facilities.

HB 2978, HD1 RELATING TO EDUCATION.
Establishes the funding formula task force to develop an equitable, consistent, and responsive funding formula for the distribution of fiscal resources throughout the UH system, with the assistance of an independent consultant. Makes a one-time appropriation of funds to supplement the base operational budgets of UH campuses that have demonstrated a significant increase in enrollment. (HB2978 HD1)

HB 3226, HD3 RELATING TO THE UNIVERSITY OF HAWAII.
Clarifies that the name of the candidate advisory council is the "Regents Candidate Advisory Council". A series of Senate Public Hearings will be broadcast back-to back on Thursday, March 13, 2008, beginning at 1:15 pm. They are: the Senate Committee on Economic Development and Taxation (EDT) and Senate Committee on Commerce, Consumer Protection, and Affordable Housing (CPH) Public Hearing at 1:15 p.m., the Senate Committee on Economic Development and Taxation (EDT) and Senate Committee on Education (EDU) Public Hearing at 1:30 p.m., the Senate Committee on Economic Development and Taxation (EDT) Public Hearings at 1:40 p.m. and 2:05 p.m., and the 2:45 p.m. hearing of the Senate Committee on Agriculture and Hawaiian Affairs (AHW), the Senate Committee on Economic Development and Taxation (EDT), the Senate Committee on Commerce, Consumer Protection, and Affordable Housing (CPH), and the Senate Committee on Water and Land (WTL). The hearings will be broadcast live on Oahu on Channel 53 (NATV) and tape-delayed to the Neighbor Islands via HITS. Rebroadcast times and dates will be announced when the information becomes available.
